That means if you max out the promotion and buy the full 55,000 points (the maximum number of points you are allowed to buy in a calendar year) for $1,320 you'll receive an additional 16,500 bonus points for a total of 71,500 points which amounts to a cost of approximately 1.85 cents per point which is pretty close to what most people would value them at (~1.5-1.8 cents). This offer is set to expire at midnight on June 15th, 2016 and just a reminder that these points do not count toward Hyatt Gold Passport elite membership tiers and are also processed by a third party so do not count as direct Hyatt purchases.
Bottom Line
While I am in the group of people that believes you shouldn't buy points speculatively unless you have a specific redemption in mind this deal can make sense in certain circumstances. You are basically buying them for market value which isn't a huge savings but there are definitely instances in which you can get more than 1.85 cents per point in value for award redemptions. And just a reminder, you can always transfer Chase Ultimate Rewards points to Hyatt as an option at a 1:1 ratio.
